Blue Cluster has a rather horizontal structure in which each team member can play a leading role in certain areas. A clear distinction is made between innovation management on the one hand and community management on the other.

To assess project proposals as objectively as possible, Blue Cluster has consciously opted for a two-tiered structure:

- Innovation Management entails guidance on the content of the projects by the innovation managers;

- Community Management entails the rather supportive tasks such as membership management and communication.

This strategy proves to be very successful in practice. This two-tiered approach poses the challenge of sufficiently involving the entire team in the roadmaps and the role played by the Blue Cluster projects.

 The Task Forces, network events and contributions to the content of websites and newsletters are prepared by both the innovation managers and the community management team. Alignment takes place through formal staff consultations.
