Construction of a new green seawall in Westende underway

The Municipal Council of Middelkerke fully opts for a new, innovative form of coastal defence and experience: a green promenade for Westende.

The construction of the #mkpromenade is a key project in the Middelkerke policy plan and the Agency Maritime Services and Coast’s Masterplan for Coastal Defence. The works started on 18 January 2021. If everything goes according to plan, the completely new Westende seawall will be completed on 30 June 2023. 

Last year, the design of the new, green Ostend seawall won two awards during the Blue Innovation Awards ceremony: the Blue Innovation Captain, the award for an inspiring project of a public authority, and the Inspirational Blue Wave, awarded by the public.  These awards were presented by Blue Cluster.

Concept

To ensure the protection of the coast and hinterland against storm surges, the traditionally used concrete and beach nourishments are replaced by softer, more natural forms of coastal defence. The objective is to create a safe, accessible and attractive promenade. 

In two of the three project zones, a marram grass zone is created in front of the seawall. In the tourist centre zone, the council opted for a stilling wave basin. This is a two-level seawall, with the lower level largely absorbing the force of any heavy waves.zware golven grotendeels opvangt.

Budget and financing

Not only does the new seawall have an innovative and sustainable character, but it is also financially interesting. A traditional seawall renovation would cost 70% more. 

The Middelkerke municipality council is investing approximately €15 million, but can also count on European funding via the Interreg 2 Seas programme. The Agency Maritime Services and Coast, which is responsible for the coastal safety aspect, also provides financial support. 

Progress of the works

The works will be carried out in three phases. Each project phase will run between September and June of the following calendar year. In the summer period, the works will be halted so as not to disrupt the summer activities on the seawall. This way, tourism remains possible during the works.

Phase 1: Noordzeelaan to Oceaanlaan

The first phase of the works started on 18 January 2021. The starting point is the beach and seawall near Noordzeelaan. The first grass seawall zone has been under construction since 18 January. Subsequently, the top layer will be restored. This phase should be finished by summer 2021.

Phase 2: Noordzeelaan to Rauschenbergplein

In September 2021, the works on the stilling wave basin (SWB), combined with the redesign of Rauschenbergplein, started in Westende-Bad. The stilling wave basin is a stylish, lower promenade that also serves as a retaining wall in case of extreme waves.

Phase 3: Rauschenbergplein tot Grand Hotel Bellevue (de Rotonde)

The works in the last project zone will start in September 2022, end near Rotonde and should be finished by June 2023. The construction of a 650-metre green grass seawall and a new top layer are the longest project part.
